- Brunei citizens or Permanent Residents
- Minimum monthly salary of BND1,500
- Salary assigned to Baiduri Bank account
- Employment:
- Full-time Brunei government employee on fixed salary with minimum one (1) year in employment; or
- Sole-proprietor in operational business for at least one (1) year or
- Full-time private sector employee with minimum three (3) years in employment
